Dear Interested Party:

The Agency for Health Care Administration is pleased to participate in the national health information security and privacy collaborative to study the privacy and security issues related to the development and interoperability of a national health information exchange (HIE).  Florida has identified numerous health care stakeholders, including legal experts, health care providers, consumers of health care services, and informatics experts to lead this statewide effort.  Florida's team of professionals have shared in the responsibility to study the variations in local, state and national laws regarding HIE; identify best practices in the development of rules and regulations governing HIE; and develop solutions to the identified privacy and security issues.  The results of this important work are guaranteed to move Florida and the nation closer to implementing a health information exchange that maintains our common desire for a health care system thatprotects our privacy and ensures the security of our confidential health information.

How to get involved

The funding received for this project by Florida's Agency for Health Care Administration has supported a steering committee and four working groups that will serve as information networks focused on variations in privacy and security policies, legal considerations, and solutions, and implementation strategies.  Michael Heekin, the chairman of the Governor's Health Information Infrastructure Advisory Board serves as the chairman of the steering committee.  Peter Greaves, senior enterprise architect, Hospital Corporation of America, Inc. (HCA) served as the chair of the State Variations Working Group.  The Legal Working Group was led by Ronald Burns, a family practitioner in Orlando and past president ofFlorida's Osteopathic Medical Association. Kevin Kearns and Dr. Mark Frisse co-chaired the State Solutions Working Group.  Kevin Kearns is the President and Chief Executive Officer of Health Choice Network, a leader in the adoption of health information technology.  Dr. Mark Frisse serves as Director of Regional Informatics Programs through the Vanderbilt Center for Better Health.  In his work at the Vanderbilt Center for Better Health, he is responsible for coordinating regional, state, and national projects aimed at the application of information technology to advance patient care.  Robert Reese, partner with CSC Consulting, Inc., Global Health Solutions, chaired the State Implementation Working Group.

Volunteers have been integral in sharing their knowledge and expertise with each of the working groups as they have been responsible for producing numerous work products that will culminate into a comprehensive review and analysis of the privacy and security issues related to the interoperability of a health information exchange and a set of strategies and solutions for implementation.  If you are interested in participating in these efforts by providing written or oral comments on project work products or you simply wish to be kept informed regarding project activities, please contact Florida's Privacy and Security collaboration representative listed below or a member of our Florida Project Team.
