In 2016 the Agency for Healthcare Research and Quality contracted with the Centers for Medicare & Medicaid Services Alliance to Modernize Healthcare, a Federally-Funded Research and Development Center operated by The MITRE Corporation, to develop CDS Connect. The CDS Connect work aimed to create a process to transform evidence-based research findings, such as patient-centered outcomes research (PCOR), into shareable standards-based, publicly available clinical decision support (CDS) resources through a publicly available CDS repository.
As a platform and a community of users, CDS Connect houses open-source prototype tools for authoring, testing, implementing, sharing, and storing interoperable CDS artifacts. The project also focused on specific PCOR artifacts: cholesterol management and cardiovascular disease prevention (year 1), chronic pain management (year 2), and preventive health (year 3). All tools developed under this research are open source and freely available to the public.
The specific aims of this project were as follows:
- Engage stakeholders to catalyze the development and use of interoperable CDS.
- Provide CDS developers and stakeholders with ways to provide feedback on demonstrations and tools.
- Develop and test resources for CDS implementation, including coded clinical knowledge and implementation guides.
- Develop a publicly accessible repository of CDS resources to facilitate sharing among stakeholders.
In year 1 of the project, the initial (alpha) and second (beta) versions of the repository were completed and a prototype CDS Authoring Tool built (Year 1 Report). The third version (production) of the repository and improvements to the authoring tool were released in year 2 (Year 2 Report). In the final year of the project, enhancements were made to the repository and authoring tool including additional open-source packages and improved search capabilities. (Year 3 Report). Specifics on these accomplishments, including lessons learned, are detailed in each of the yearly reports. Several artifacts based on guidance from the U.S. Preventive Services Task Force and the Centers for Disease Control and Prevention were developed, pilot tested in clinical settings, and disseminated over the course of the 3 years.

Following the completion of this contract a second contract, Patient-Centered Outcomes Research Clinical Decision Support (CDS) Connect Maintenance and Update, was funded to continue this early work.
