Team Description

Governor Ernie Fletcher designated the Cabinet for Health and Family Services (CHFS) as Kentucky's lead organization for the Health Information Security and Privacy Collaboration (HISPC) contract. Governor Fletcher directed CHFS to work collaboratively with the Kentucky Healthcare Infrastructure Authority, a cooperative venture by the University of Louisville and the University of Kentucky. The project is intended to assess how business policies, practices and state laws related to privacy and security affect the exchange of electronic health information.

"In the spirit of [Kentucky's]Senate Bill 2, the legislation that created the e-Health Network Board, we wanted to bring the best minds from the universities and the cabinet as well as the private sector together to move forward with this project,"  said Governor Fletcher.  "By participating, Kentucky will play an important role in improving health outcomes and efficiency on a national level."

In Kentucky, CHFS and members of the Kentucky e-Health Network Board worked to recruit a broad group of volunteers from every sector of the public and private spheres to lend their expertise and perspectives to this project. These stakeholders will assist with assessing business practices and policies related to privacy and security, analyzing state law, and identifying potential approaches for handling barriers to exchanging electronic health information as well as supplying input on a number of reports and other deliverables for the project.
