Track 3: Improving the Health of Communities through Regional Health Information Exchange (HIE)

Track 3-I Organization and Governance: Getting Started in HIE and Gaining Stakeholder Participation

This session will educate participants on how to build collaborative relationships with stakeholders when creating HIE networks. Comparisons of various governance models as well as organizational approaches to supporting HIT will be presented. Some of the issues that will be addressed include the role of competition, how to solicit participation from policymakers, and achieving consensus among partners.

Track 3-II Design and Implementation: Perspectives from the Front Lines

This session will address and provide solutions to some of the critical issues HIE implementers face when operationalizing HIT initiatives. How web-based technologies can facilitate HIE, incorporating LOINC mappings of clinical lab results, and the challenges associated with the use of existing technical standards will be discussed. Additionally, practical experiences will be shared regarding what worked and didn't work in areas of security and privacy.

Track 3-III Creating the Business Case: Sustainability Issue Around HIE

During this session, presenters will describe various approaches for developing sustainable business models for HIE. How to evaluate the value of HIE using feasibilities studies as well as 'take-or-pay' contract scenarios will be discussed. Participants will also learn how to communicate the value of HIT to stakeholders and their community.

Track 3-IV The Value Proposition for Health Information Exchange

Speaking of RHIOs and Health Information Exchanges (HIE) as a movement masks the underlying differences in the organizations involved and the types of information exchanged. These differences lead to varying incentives for participation. In this session, we report on activities in local HIEs, including two recent AHRQ-sponsored meetings that address how different stakeholders value clinical information exchange.
